Fixup might not fix problems because of regression bug in >=8.5.1

Recently ran into an issue with a large 'corrupt' database at a customer that fixup could not fix, implementing the notes.ini seting described in http://woonjas.linuxnerd.org/web/woonblog.nsf/d6plinks/NWEA-8WTJ2H allowed fixup to fix this database.

ymmv of course.
